It is not possible to prevent Steam client updates from being downloaded while the client is in 'Offline' mode. The only way to prevent auto-updating is to run Steam in offline mode - which will prevent you from playing Steam games online. There is no generic setting within Steam that prevents game updates from automatically being downloaded. Is there a possible rate limiting issue? Is there a way to look at the file it downloaded and failed to read? Or was there a problem saving the file?
